Abstract
This proposed study investigates how performance measurement systems inform resource allocation in Tanzanian municipal services. It considers indicator relevance, data reliability, reporting frequency, and managerial use of performance information. Document analysis and interviews with planning and service managers will examine how reported results enter budgeting and operational decisions. The study aims to develop recommendations for connecting performance information with service priorities and improving the transparency of resource allocation processes.
